Dear Modi ji,
Access to Free Testing and Free Treatment for COVID-19
The number of people infected with COVID-19 has steadily been increasing globally. As is well recognized, access to screening test and confirmatory diagnostics is an important element of our response to the COVID-19 pandemic. We note that 119 government laboratories that are either operational or in the process of operationalization have been approved for conducting COVID-19 testing. We appreciate that ICMR has also started approving private labs to carry out testing and so far has approved 26 labs in 7 states. The labs network is to cover 15,000 collection points. Efforts in high burden countries have shown a correlation between extensive screening and control of the epidemic, and even of mortality. Testing can also pinpoint “hot spots”, where timely prevention and treatment efforts can be implemented to address the pandemic.
We, therefore, welcome the amendments to the testing strategy through which the eligibility criteria for undergoing diagnostic tests for COVID-19 were expanded to include all hospitalized patients with Severe Acute Respiratory Illness, all symptomatic healthcare workers, and asymptomatic direct and high-risk contacts of a confirmed case (between day 5 and day 14 of coming in contact). The testing strategy needs to be further expanded to all patients with Severe Acute Respiratory Illness or Influenza like illness and not restricted to only hospitalized patients with Severe Acute Respiratory Illness. Further, at specific well chosen sentinel sites within each state, there should be adequate population wide testing with an adequate sampling design so as to understand the actual spread of the disease – and the proportion of infected who are severe, or with mild symptoms and who are asymptomatic.
The Government first diagnosed COVID-19 by Reverse Transcriptase polymerase chain reaction (RT-PCR), a molecular technique performed in centralized labs. More portable versions of these molecular diagnostic machines are required to decentralize testing.
We therefore welcome that ICMR has established a fast-track mechanism for validation of non-USFDA/CE approved commercial test kits at ICMR NIV, Pune and is permitting the use of the test kits that are subsequently approved by CDSCO. Further studies to validate the accuracy and quality of these kits should be continued in parallel.
Laboratories in public health systems across the world have had delays in securing reagents. We would in this context like to draw your attention to the absence of local production of reagents and raw materials of reagents, necessary to secure availability of laboratory confirmation and RT-PCR test kits for COVID-19 and other diseases. We request you to mobilize the domestic capacity available with national and the domestic industry for securing the local supply.
Only 3 mass-produced test kits – Altona Diagnostics, Mylab and Seegene–have been approved to date through this process. We understand that several more applications are pending validation by ICMR NIV or will soon seek such validation. Accelerated approval of the test kits is critical to ensure sufficient availability of kits to meet the growing need of testing.
We understand that currently testing is being carried out in the government laboratories through home brewed kits. This is relatively time consuming and expensive too. Many commercial test kits have the potential to deliver faster results and at significantly lower costs.
Therefore it is important to ensure the availability of cheaper and quicker tests that have passed strict validation. Moreover, private labs, where testing has been restricted to only commercial test kits, also require access to the kits. However, the mere availability of tests kits and lab facilities alone will not enable the scaleup of testing under the current testing strategy.
We have serious concerns and question the approach to make patients pay up to Rs. 4500 for testing in private labs because it negates the public health response to the pandemic and creates inequitable access to testing for people who meet the testing criteria. We further understand that test kits developed by Indian companies may significantly reduce costs, and therefore urge appropriate support for scaling up of domestic production to further reduce costs. The ICMR’s call for private labs to provide free testing is unrealistic. Irrespective of whether an individual is tested in a public or a private lab, the Government needs to bear the cost.
The constraints of public health infrastructure will make the use of the private sector necessary for testing as well as treatment. As infection spreads, and particularly at the stage of community spread, it is inevitable that more private sector hospitals and laboratories will be pressed into action.
We appreciate that the Government has already instructed for COVID-19 related expenses to be covered under government-sponsored insurance schemes such as Ayushman Bharat. However, the majority of the population is outside the purview of government schemes and lacks access to health insurance that would cover COVID-19, and would be vulnerable to catastrophic expenditure and potential exploitation in the private sector.
Therefore, we urge the Government to announce and follow a free test and free treatment policy in dealing with this public health emergency, and make the necessary cost-sharing arrangements with the private sector for its services. Such a responsible approach would enable the Government to fulfill its duty in protecting peoples’ health and also ease any overwhelming burden on the public sector, enhancing our collective efforts to contain the disease.

(சர்வதேச அளவில் செயல்பட்டு வரும் மக்கள் ஆரோக்கிய இயக்கத்தின் ஒருங்கிணைப்பாளர் மருத்துவர் சுந்தரராமன், இரகுனந்தன், சரோஜினி, மற்றும் சுலக்க்ஷனா நந்தி உள்ளிட்ட முப்பது மருத்துவ நிபுணர்கள் இந்தியாவில் ஏற்பட்டுள்ள கொரோனா நோய் தொற்று தொடர்பாக அலசி ஆராய்ந்து அரசுக்கு ஆலோசனை வழங்கவும் மக்களுக்கு வேண்டியதை எடுத்துக் கூறவும் முடிவு செய்துள்ளனர். இதன் அடிப்படையில் வாராவாரம் அவர்கள் அறிக்கை வெளிவரும். 24.03.2020 தேதியிட்ட அறிக்கையின் சுருக்கம்)
1)உலகளாவிய கொரோனா நோய் இந்தியாவில் இரண்டாம் கட்டத்தில் இருக்கிறது. தொற்று நோயுடன் வெளிநாட்டில் இருந்து வரும் பயணிகள் வழியாகவும், அவர்களின் நண்பர்கள் உறவினர்கள் வழியாகவும் பரவுதல் என்ற இரண்டாம் கட்டம். இந்தத் தருணத்தில், மத்திய அரசு தக்க நடவடிக்கைகள் மூலம் நோய் தொற்றை தடுத்து நிறுத்துவதில் பலகீனம் இருந்தது தெள்ளத் தெளிவாக தெரியவருகிறது.
2) *மக்களுக்கு போதுமான விபரங்களை முன் கூட்டியே தெரிவிக்காமை* மத்திய அரசின் சுகாதாரம் மற்றும் குடும்ப நலத் துறை, சாதாரண சளிக் காய்ச்சல் மற்றும் கடுமையான மூச்சு திணறல் ஆகிய நோய்கள் தொடர்பான புள்ளி விபரங்களைத் தொகுத்து வெளியிட்டு வந்தது. கொரோனா தொற்று நோய் வேகமாக பரவும் இந்த சூழ்நிலையில் பிப்ரவரி மாதம் 23 ஆம் தேதிக்கு பிந்தைய புள்ளி விவரங்களை அரசு வெளியிடவில்லை. இந்தப் புள்ளிவிவரங்கள் கிடைத்திருந்தால் சிகிச்சை அளிப்போருக்கு இது தொடர்பான உண்மை நிலை தெரிந்து கொள்ள வசதியாக இருந்திருக்கும். தங்களை ஆயத்தம் செய்து கொள்வதற்கும் ஏதுவாக இருந்திருக்கும். பரிசோதனைக்காக வருவோர் பற்றி ஓர் மதிப்பீடு கிடைத்திருக்கும். நோய் தொற்று பற்றிய எண்ணிக்கை மீதான பீதி ஏற்பட இதுவும் ஒரு காரணமாக அமைந்துவிட்டது. தக்க புள்ளி விவரங்கள், தக்க நேரத்தில் கொடுக்கப்பட்டு இருந்தால் மருத்துவ சேவை அளிப்போர் தயார் நிலையில் இருக்கவும், ஒரு பாதுகாப்பு அற்ற நிலையை உணர்வதையும் தவிர்த்திருக்கலாம். இதனால் தற்போது சிகிச்சைக்கு வரும் நோயாளிகளில் கொரோனா தொற்று பாதித்தவர்கள் இதர நோயாளிகள் என்று பிரித்து பார்க்க முடியவில்லை. இதனால் நோய் தொற்று அதிகரிக்கும் அபாயம் இருக்கிறது. எனவே வெளி நோயாளிகளைக் கையாள்வதில் மருத்துவ விதிமுறைகள் கடைபிடிக்க வேண்டும். நிறுத்தி வைக்கப்பட்டுள்ள சளிக் காய்ச்சல் மூச்சு திணறல் நோய் தொடர்பான புள்ளிவிபரங்களை பொது வெளியில் உடனடியாக வெளியிட வேண்டும். அத்தோடு மாவட்ட வாரியாக கொரோனா தொற்று பாதித்தவர்கள் பட்டியலை வெளியிட வேண்டும். இது பொதுமக்களுக்கு மட்டுமல்லாமல் சுகாதாரத் துறை முழுமைக்கும் பயனுள்ளதாக இருக்கும்.
3) *அரசுக்கு எங்கள் கோரிக்கை* கொரோனா தடுப்பு நடவடிக்கைகளை செம்மையாக நிறைவேற்ற பரந்த பொதுமக்கள் ஒத்துழைப்பு அவசியம். சிவில் சமூகத்தில் தொண்டாற்றி வரும் ஆரோக்கிய இயக்கங்கள் மக்கள் அறிவியல் இயக்கங்கள் தொழிற் சங்கங்கள் ஆகியவற்றை செம்மையாக இதில் பயன்படுத்த வேண்டும். ஊரடங்கு தனிமைப் படுத்துதல் அவசியம் எனினும் அதுவே தீர்வல்ல என்பதை சுட்டிக் காட்ட விரும்புகிறோம். “தனிமைப் படுத்துதல், பரிசோதித்தல், சிகிச்சை அளித்தல் மற்றும் தொற்று உறுதி செய்தவர்களின் தொடர்பில் இருந்தோரைக் தேடிக் கண்டறிதல்” என்ற ஒருங்கிணைந்த பணிகளை மேற்கொள்ளா விட்டால் ஊரடங்கும் தனிமைப் படுத்துதலும் தற்காலிகமான திறனற்ற முழுயற்ற பணிகளாக முடிந்து விடும். எனவே தனிமைப் படுத்துதல் மட்டுமே முக்கியமான நடவடிக்கை என்று முன்னிறுத்துதல் கூடாது.
4) *குறைந்த பட்ச பரிசோதனை வசதிகளை உத்திரவாதம் செய்க* இந்த வாரத்தில் தான் தனிநபர் பாதுகாப்புக் உபகரணங்களுக்கும் 5000 வெண்டிலேட்டர்களுக்கும் மத்திய அரசு உத்தரவிட்டுள்ளது. மருத்துவ சேவைகளைத் தயார் நிலையில் வைத்திருக்கும் படி கூறியுள்ளது. இவையெல்லாம் தேவையான நடவடிக்கைகள் தான். என்றாலும், முன்கூட்டியே எடுக்கப்பட்டிருக்க வேண்டும். அதுமட்டுமின்றி இப்போது தான் வாரம் ஒன்றுக்கு 60000 பேரை பரிசோதனை செய்யும் அளவு பரிசோதனை வசதிகளை மேம்படுத்த உள்ளதாக இந்திய மருத்துவ ஆராய்ச்சி கழகம் தெரிவித்துள்ளது. நோய் தொற்று பரவத் தொடங்கியயுள்ள இடங்களில் பரிசோதனைகளை அதிகரிக்க வேண்டும். நோய் தொற்று அறிகுறிகள் இல்லாமல் அதேசமயம் நோய் தொற்றோடு இருப்பவர்கள், தொடக்க நிலை தொற்றில் இருப்பவர்கள் கடுமையான நோய் தொற்று உடையவர்கள் என எல்லோருக்கும் எல்லா மாநிலங்களிலும் பரிசோதனைகள் செய்யப்பட்ட வேண்டும்.
5) *மருத்துவ சேவைக்கான உபகரணங்களை உற்பத்தி செய்தல் கொள்முதல் மற்றும் நிர்வகித்தல் ஆகியவற்றில் உள்ள நெருக்கடியை அரசு உணர வேண்டும்* இன்றைய சூழ்லையை நிர்வகிக்கத் தேவையான மருத்துவ உபகரணங்கள், உற்பத்தி, கொள்முதல் மற்றும் அதன் மேலாண்மை ஆகியவற்றில் உள்ள குறைகளை இப்போது தான் அரசு உணரத் தொடங்கி உள்ளது. ஆனால் மக்களோடு இணைந்து பணியாற்றி வரும் மக்கள் ஆரோக்கிய இயக்கம் மக்கள் அறிவியல் இயக்கங்களில் பணியாற்றி வரும் நாங்கள் இந்தியாவின் இறையாண்மையை பாதுகாக்கும் விதத்தில் இந்தியாவுக்கு தேவையான மருத்துவ பாதுகாப்பு சாதனங்களில் தன்னிறைவு அடைவதற்கு ஏற்ப இந்திய மருத்துவ சாதனங்கள் உற்பத்தி மற்றும் அதன் மேம்பாடு, வணிகக் கொள்கைகள் ஆகியவை மாற்றி அமைக்கப்பட வேண்டும் என்று தொடர்ந்து வற்புறுத்தி வந்தோம். இன்றைய நெருக்கடியான சூழ்நிலையில், மருத்துவ சாதனங்களின் தேவை அதிகரித்து வரும் சூழலில், மருத்துவ சாதனங்களை கொள்முதல் செய்வதும் வளர்ந்த நாடுகளில் இருந்து இறக்குமதி செய்வதும் கடினமானதாகவும் தடைகள் மிக்கதாகவும் நம்மால் கொள்முதல் செய்ய முடியாத நிலைகளிலும் ஏற்பட வாய்ப்பு இருக்கிறது. இந்திய அரசு இனிவரும் காலங்களில் இதனைப் படிப்பினையாகக் கொள்ள வேண்டும்.
6) *தனிமைப் படுத்துதல் கண்காணிப்பில் வைத்தல் மற்றும் சமூகத்தில் இருந்து தள்ளி இருத்தல் போன்றவற்றை நடைமுறை படுத்தியதில் உள்ள குறைபாடுகள* நோய் தொற்றைத் தடுக்க தனிமைப் படுத்துதல் கண்காணிப்பில் வைத்தல் சமூகத்தில் இருந்து தள்ளி இருத்தல் போன்ற செயல்பாடுகளை நடைமுறைப்படுத்தி வருவதில் பெரும் இருக்கும் குறைபாடுகளைக் கண்டு கவலை கொள்கிறோம். வீட்டில் தனித்திருக்க வைக்க முடியாத சூழ்நிலையில் மருத்துவ மனை அல்லது தக்க நிறுவன ஏற்பாட்டில் கொண்டு வருவது நல்லதே. ஆனால் இத்தகைய சூழ்நிலையில் மனித மாண்புகள் மற்றும் மனித உரிமைகள் மீறுவதும் நிகழ்ந்துவிட வாய்ப்புகள் அதிகம். இது மனித உரிமைகள் பற்றியும் ஜனநாயகப் பூர்வமாக நடந்து கொள்ளும் அரசுகளில் கூட சாத்தியமே. எனவே சிவில் சமூகத்தில் நீண்ட காலம் பணியாற்றி வரும் அமைப்புகளின் கருத்துக்களை கேட்பதும் அதனைக் கருத்தில் கொண்டு செயல்படுவதும் அவசியம். உதாரணமாக வெளிநாட்டில் இருந்து மும்பை அல்லது டெல்லிக்கு வந்த ஒருவரை தனிமைப் படுத்துதல் என்ற பெயரில் அனைவர் முன்பும் முத்திரை குத்துதல் அலைக்கழித்தல் போன்ற செயல்பாடுகளை உலக சுகாதார நிறுவனம் தவறு என்று சுட்டிக் காட்டி உள்ளது. இவர்கள் உரிய கௌரவத்தோடு நடத்தப்படவேண்டும். அதேபோல் சந்தேகத்தின் பெயரில் வீட்டில் தனித்து வைக்கப்பட்டிருப்போர் பயந்து வெளியேறி விடும் போது அவர் மீது குற்றப்பத்திரிகை பதிவு செய்தல், தனித்து வைப்பதற்காக முஷ்டி பலத்தை பயன்படுத்துதல் மருத்துவ சேவை மறுக்கப்படுதல் போன்ற நடவடிக்கைகள் உடனடியாக கட்டுப்படுத்தப்படாவிட்டால் மக்கள் நம்பிக்கை இழந்து தங்கள் நோய்களை மறைத்துக் கொள்வார்கள். இது பீதி நிறைந்த எதிர்ப்புக்கும் காரணமாகிவிடும்.
7) *தனிமைப் படுத்துதல் வீட்டில் கண்காணிப்பில் வைத்தல் போன்ற செயல் போன்றவற்றை நடைமுறைப் படுத்தும் போது சமூக பொருளாதார நிலையில் இருந்து கருத்தில் கொள்ள வேணாடியது* கொரோனா தொற்றைத் தடுக்க கடைபிடிக்க வேண்டிய நடவடிக்கைகள் குறித்த செய்திகள் பெருமளவில் பரப்பப்பட்டாலும் அது வசதி படைத்தவர்கள் நடுத்தர வர்க்கத்தினர் ஆகியோருக்கே அதிகம் பயன்படுகிறது. ஏழை எளிய மக்களுக்கு அவர் தம் குடும்பங்களுக்கு பயனுள்ளதாக இருக்காது. தனிமைப் படுத்துதல் உள்ளிட்ட கொரோனா தடுப்பு நடவடிக்கை செய்திகளை அறிந்திருக்க வாய்ப்பு குறைவாக இருக்கலாம். அல்லது தவறாக புரிந்து கொண்டு இருக்கலாம். இதற்காக இவர்கள் மீது குற்றம் சுமத்த முடியாது. இப்படிக் கூறுவதால் தனி நபர்களுக்கும் குடும்பங்களுக்கும் உள்ள பொறுப்பை குறைத்து மதிப்பிடுவதாக எடுத்துக் கொள்ளக் கூடாது.
8) *ஊரடங்கு உத்தரவு நடைமுறைப் படுத்த பட்டபோது எழுந்த கவலை* ஊரடங்கு உத்தரவு நடைமுறையில் உள்ள காலத்தில் மீறப்படும் மனித உரிமை மற்றும் மனித மாண்புகள் மீறப்படுவது ஒருபுறம். ஊரடங்கு உத்தரவு பிறப்பிக்கப் பட்டுள்ள காலத்திற்கும் அதன் விதத்திற்கும் உரிய ஆதாரமும் வழிமுறைகளும் போதுமானதாக இல்லை. எந்தவித முன் அறிவிப்பும் இன்றி ஊரடங்கு அறிவிக்கப்பட்டதால், அத்தியாவசிய பொருட்களை வாங்கி வைக்க வேண்டும். கிடைக்காமல் போய்விடும் என்ற பீதியும் சொந்த ஊருக்கு திரும்பிச் சென்று விட வேண்டும் என்ற பீதியையும் உருவாக்கியது. இதன் காரணமாக அத்தியாவசிய பொருட்களை வாங்கும் இடங்களிலும் ரயில் மற்றும் பேருந்து நிலையங்களில் கூட்டம் நிரம்பி வழியத் தொடங்கியது. பெரும்பாலும் கிராமப் புறங்களுக்கு திரும்பிச் செல்லும் இவர்கள் நோய் தொற்றை எடுத்துச் செல்லும் அபாயத்துடனே சென்று சேர்ந்துள்ளனர். ஏற்கனவே பலவீனமான சுகாதார கட்டமைப்பு வசதிகள் உள்ள கிராமப் புறங்களை இது மேலும் அச்சுறுத்திக் கொண்டு இருக்கிறது. ஊரடங்கு உத்தரவு பிறப்பிக்கும் முன்னர் இதுபற்றி தெளிவான மதிப்பீடு இருந்திருக்க வேண்டும். எப்போது ஊரடங்கு உத்தரவு பிறப்பிப்பது போன்ற விசயங்களில் தெளிவான அளவீடு இருந்திருக்க வேண்டும். புற நோயாளிகள் பிரிவை மூடியது போக்குவரத்து இன்மையால் மக்கள் மருத்துவ மனைகளுக்கு சென்றடைய முடியாமல் அவதிப்பட்டது ஆகியவை மிக மோசமான செயல்பாடுகள் ஆகும். எனவே ஊரடங்கு உத்தரவை பிறப்பிக்கவும் நிலைமைகளை மதிப்பீடு செய்யவும் தக்க விதிமுறைகளை அரசு வகுக்க வேண்டும்.ஊரடங்கு உத்தரவால் பெரிதும் பாதிக்கப்பட்டிருப்பது ஏழை எளிய மக்கள் விளிம்பு நிலை மக்கள் குடிபெயர்ந்த அமைப்பு சாரா தொழிலாளர்கள் ஆகியோர் ஆவர்.ஏற்கவே நிலவி வரும் பொருளாதார மந்த நிலையால் கடுமையாக பாதிக்கப்பட்ட மக்கள் இந்த ஊரடங்கு உத்தரவால் மேலும் பாதிக்கப்படுவர். பொருளாதார மந்தநிலையை காரணம் காட்டி கார்ப்பரேட் நிறுவனங்களுக்கும் நிதி மூலதன காரர்களுக்கும் வரிச் சலுகை என்ற பெயரில் அள்ளிக் கொடுத்து விட்டதால் தற்போதைய அவசர நிலைக்கு கூட அரசால் போதுமான நிதி ஒதுக்க செய்ய முடியவில்லை. கல்வி சுகாதாரம் மற்றும் சமூக நலம் ஆகிய துறைகளுக்கு ஏற்கனவே தொடர்ந்து நிதிக் குறைப்பு செய்ததும் தனியார்மயமாக்கியதும் இன்று எழுந்துள்ள பெரும் நோய் தொற்றில் இருந்து பாதுக்க தக்கதொரு நடவடிக்கை எடுக்க இயலாமல் செய்துள்ளது.
9) *21 நாள் ஊடங்கு அறிவிப்பட்ட தருணம் முதல்….* நாங்கள் இந்த அறிக்கையை இறுதிப்படுத்தி வெளியிடும் நேரத்தில் நாடு தழுவிய 21 நாள் ஊரடங்கு உத்தரவை அரசு அறிவித்துள்ளது. இதனால் கொரோனா தொற்று நோய்க்கு தீர்வு சமூக விலக்கம் மட்டுமே என்று முன் நிறுத்த அரசு முனைகிறது. நாங்கள் ஏற்கனவே சுட்டிக் காட்டியது போல சமூக விலக்கு தற்போதைய தொற்று நோயைத் தடுக்கும் ஒரு செயல்பாடே அன்றே அதுவே முழுமை ஆகாது. ஊரடங்கு மூலம் மட்டுமே பிரச்சினையை தீர்த்து விட முடியும் என்பதற்கு சான்றுகள் இல்லை. அதேசமயம் ஊரடங்கு உத்தரவு இல்லாமல் தென் கொரியா தாய்லாந்து போன்ற நாடுகளில் சிறப்பான நோய்க் கட்டுப்பாடு செய்யப்பட்டது. இந்த நாடுகளில் இருந்து இந்திய அரசு பாடம் கற்றுக் கொள்ள வேண்டும். இந்த ஊரடங்கு காலத்தை சுகாதாரத் துறை தயார் நிலையில் வைத்துக் கொள்ள பயன்படுத்திக் கொள்ள வேண்டும் என்று அரசைக் கேட்டுக் கொள்கிறோம்.இதே காலகட்டத்தில் கொரோனா நோய் தொடர்பான அனைத்து நம்பகமான தேவையான தரமான புள்ளிவிவரங்களை தயார் செய்து கொள்ள வேண்டும். அதன் மூலம் நோய் தொற்று எந்தெந்தப் பகுதியில் எவ்வளவு பரிமாணத்தில் பரவியுள்ளது? எந்தெந்த மாநிலத்தில் எந்தெந்த மாவட்டங்களில் எவ்வளவு பரவியுள்ளது என்று கணக்கிட்டு அந்தப் பகுதியில் ஊரடங்கு தனிமைப் படுத்தும் நடவடிக்கைகள் ஆகியவற்றை மேற்கொள்ள வேண்டும். நாடு முழுவதையும் ஊரடங்கு மூலம் கட்டிப் போடுவதை தவிர்க்க வேண்டும். ஊரடங்கு காலத்தில் மிகுந்த மனிதாபிமானத்தோடு நடந்து கொள்ள வேண்டிய காவல் துறையும் அதிகார வர்க்கமும் கடைபிடிக்கும் கொடிய அடக்குமுறைகளை கட்டவிழ்த்து விட்டதை நாங்கள் ஆழ்ந்த வருத்தத்தோடு சுட்டிக் காட்ட விரும்புகிறோம். காச நோய் , எச்ஐவி உள்ளிட்ட பல நோய்கள் பாதிக்கப்பட்டவர்கள், அத்தியாவசிய சேவைகளைப் பெற விரும்புவோர் ஆகியோர் கடுமையாக பாதிக்கப்பட்டு உள்ளனர். ஊரடங்கு நேரத்தில் நேர்ந்துள்ள அவலத்தால் மனம் உடைந்து போய் இருக்கிறோம். இதேபோல் தினக்கூலி பிரிவினர் அமைப்பு சாரா தொழிலாளர்கள் வேற்று மாநிலங்களில் குடி பெயர்ந்து வாழ்பவர்களுக்கு எந்தவொரு வாழ்வாதாரமும் இன்றி நிற்கின்றனர். இதற்கு உரிய நிவாரணம் வழங்காவிட்டால் ஊரடங்கு மூலம் தடுக்க முடியும் என்று நம்பப்படுகிற இறப்புகளைக் காட்டிலும் கூடுதல் சேதம் இதன் மூலம் விளைந்து விடும்.

Jan Swasthya Abhiyan and All India Peoples Science Network express their deep concern over the poorly implemented lockdown, especially the closing of regular clinical services in public hospitals
The number of positive COVID-19 cases in India stand close to 640 with 17 deaths as on 26 March 2020 and it is increasing at a substantial rate everyday, with new cases being reported from every part of the country. This is a relatively high number given the limited numbers tested and the very limited scope of testing. There is therefore a high probability that the spread of the disease is being seriously underestimated.
As a way of combatting further spread, the Prime Minister announced complete lockdown across the country for the next 21 days starting midnight March 24. While the central government initially recommended lockdowns only in 75 districts from where positive COVID-19 cases or deaths were reported, the same has been extended to the whole country now. While lockdown may be a good strategy to ‘flattern the curve” and buy some time, there is a consensus among public health experts that it will not be effective if it is not accompanied by other public health measures like testing of suspected cases, isolation of cases and contacts, and tracing of possible contacts. There is little evidence to suggest that lockdowns alone can control this viral pandemic. We note that despite early lockdowns in Spain and France, these nations have seen an unprecedented increase in the number of cases and deaths. There are however, examples of countries like South Korea and Taiwan which have successfully controlled the outbreak by employing extensive testing, selective lockdown of “hot spots”, isolation and tracing, instead of imposing a complete lockdown. The Indian government seems to have gone into an overdrive by hastily implementing nationwide lockdown without giving much emphasis on either strengthening the health system or adopting public health measures. There is also not enough preparation for a surge in hospital cases and critical care requirements that need to be anticipated.
JSA and AIPSN also note that Western European nations that have undertaken lock downs have a high level of social security systems in places and these ameliorate the burden on the working people and the poor that the lockdown imposes. The vast majority of the population in India has no social security , and has to depend on government relief. While the central government has recently announced a Rs 1.7 lakh crore package and states have announced some relief measures, they are not adequate to address the huge humanitarian crisis that is unfolding due to the lockdown. There is need for more financial and food support measures to daily wage earners, migrant labourers and artisans who are losing their jobs and livelihoods. Moreover in many parts of the country, the lockdown is implemented forcefully, with people who are forced to come out, being beaten up by hostile and uninformed mobs or harassed by the police. Even grocery shops and vegetable vendors are being harassed though they are categorized as essential services. There are reports of medical professionals and health workers and healthcare support staff being beaten while on their way to work. The suspension of public transport without making any alternative arrangements has resulted in patients, including patients undergoing dialysis, chemotherapy etc. not being able to reach healthcare services. The impact of the lockdown is especially severe on the elderly and people with disability.
One of the most worrying dimensions of this lockdown is the adverse impact on existing healthcare services. We have received reports of closure of regular out-patient services in some of the leading tertiary care hospitals under both state and central governments, or planned reductions of on-going hospitalization care to accommodate an expected increase in the number of COVID-19 cases. It is not clear why hospitals should stop all elective or on-going and outpatient care before serious COVID-19 cases arrive. Nor is it clear as to why instead of organizing a separate isolated stream for suspected COVID-19 cases to protect the spread to other patients, denial of essential healthcare becomes the preferred strategy – even at primary healthcare level. We have reports of disruptions in HIV, TB and NCD control programs and child and maternal health servicesthat we would urgently draw the attention of authorities to. Moreover, we should not ignore the immense mental health crisis due to this sudden lockdown and panic that is being instilled in people. It will possibly lead to significant increase in depression, anxiety, suicides and domestic violence and affect health seeking by people which will also have long term consequences.
JSA and AIPSN urge the central and state governments to immediately review the lockdowns imposed across the country and take measures that are backed by science and evidence. There should be clarity on the criteria for lock-downs, what services would be locked down, how long such lock downs would be, and in what geographies this would be implemented. We caution that mathematical models that show lives saved due to early lockdowns have not factored in lives and the basic sustenance livelihoods that would be lost due to the cutback in access to essential services, especially healthcare services, under current lock-down conditions. We caution that on April 14, it is most likely that the incidence of new cases of COVID19 would be continuing, but this should not become the grounds for a mechanical continuation of a nation-wide lockdown, rather, evidence-based graded lockdowns in selected geographies should be considered as per requirement
Even as this report was ready for release we have reports of a huge “distress reverse migration” within the nation. Individuals and families stranded in cities without work, food, housing or security, are forced to trek back home to their distant villages, in the hot sun with no support of food, water, shade or rest, or hitching rides in crowded passing trucks at considerable expense, and subject to hostile action by authorities on the way intent only on imposing the lockdown. Those migrant, unorganized sector and daily wage workers who have been left behind in metros, cities and towns because of the lockdown with no transport available to their native villages/towns, find themselves without income, shelter, and even food, with state governments struggling to cope with the problem in overcrowded relief camps, again exposing these workers to infection. Even before the nationwide lockdown was imposed, anticipating this move and in view of the severe slowdown of economic activity due to industry closures, distancing or other measures, migrant labour and their families were fleeing metros and cities in huge numbers by long, overcrowded train or bus journeys, exposing themselves and others to infection, paying exorbitant amounts for last-mile journeys, and now face hostility, uncertain futures and potential spread of the Covid19 virus in their native villages and towns with already poor health care. This is a huge humanitarian crisis in the making.

இதுவரை உலகம் முழுவதும் கரோனா வைரஸ் தாக்குதலில் மடிந்தவர்களின் எண்ணிக்கை 9,840. சீனாவில் சாலை விபத்தில் ஒவ்வொரு நாளும் 700 பேர் மடிகிறார்கள். இந்தியாவில் ஆண்டுதோறும் பாம்புக்கடிக்கு மட்டும் மரணிப்பவர்கள் சுமார் ஐம்பதாயிரம்.
அப்படி என்றால் ஏன் கரோனா வைரஸ் குறித்து உலகளாவிய பீதி?
இலுமினாட்டிகளின் சதி, சந்தை மார்கெட் சரிவு செய்ய சீன பொருளதார யுத்தம், தனது பொருளாதார தோல்வியை மறைக்க தேவையற்ற பீதியை அரசு செய்கிறது, இயற்கையை மனிதன் வல்லுறுவு செய்வதற்கு பூமி தரும் தண்டனை என்றெல்லாம் பிதற்றல்கள் – சமூக வலைத்தளம் முழுவதும். மெய் தான் என்ன?
’நாவல் கரோனா’ தொற்றுகிருமி நூற்றில் வெறும் 1.4% தான் உயிரை குடித்துள்ளது. மற்ற நோய்கிருமிகளைப் பார்க்கும்போது கொஞ்சம் சாதுவான கிருமி தான். ’நாவல் கரோனா’ வைரஸை விட பன்மடங்கு ஆட்கொல்லி கிருமிகள் உள்ளன.
உள்ளபடியே மருத்துவர்களும், மனிதாபிமானம் உள்ளவர்களும் ஏன் கரோனாவை கண்டு அஞ்சுகின்றனர்? இதை விளக்கிக்கொள்ள கொஞ்சம் கணிதம் தேவை.
பொது மருத்துவ கட்டமைப்பு
சென்னையின் மக்கள் தொகை சுமார் ஒரு கோடி. சென்னையில் உள்ள அரசு மருத்துவமனைகளில் உள்ள படுக்கைகள் 12522. தனியார் துறை மருத்துவமனை படுக்கைகள் 8411. ஆக மொத்தம் 21000 என வைத்துக்கொள்வோம்.
ஒரு ஆண்டில் சென்னையில் சாலைவிபத்தில் இறப்பவர்கள் சுமார் 15000; அதாவது ஒரு நாளைக்கு சராசரி 45 நபர்கள். சராசரியாக ஐந்து சாலை விபத்தில் ஒருவருக்கு மரணம். அதாவது நாளைக்கு சாலை விபத்தில் மருத்துவமனைக்கு வரும் நோயாளிகள் எண்ணிக்கை சுமார் 250. இந்த எண்ணிக்கையில் மருத்துவ மனைகளை நாடும்போது மருத்துவ வசதி, டாக்டர் மருந்து எல்லாம் சிக்கல் இல்லை.
தீடிர் என்று ஒரே நாளில் ஒரு ஆண்டில் நடக்க வேண்டிய மொத்த விபத்தும் நடந்து விடுகிறது எனக் கொள்வோம். அப்படி நிகழ்ந்தால் அந்த ஒருநாளில் மட்டும் மருத்துவமனையில் வந்து குவிவோர் எண்ணிக்கை 75000. இதில் பலருக்கு சிறு காயம் தான் ஏற்பட்டு இருக்கும். காயத்தை சுத்தம் செய்து கட்டு போட்டால் போதும். சிலருக்கு சிறு அறுவை சிகிச்சை தேவைப்படலாம். சிலருக்கு மூளை அறுவை சிகிச்சை வரை தேவைப்படும். குறைந்த பட்சம் ஐம்பதாயிரம் பேரையாவது மருத்துவ மனையில் அனுமதித்து சிகிச்சை தர வேண்டிவரும். ஆனால் அரசு தனியார் மருத்துவமனைகளில் கைவசம் உள்ள மொத்த இடம் வெறும் 21000.
இதில் பல படுக்கைகள் ஏற்கனவே சிகிச்சை பெறும் நோயாளிகளின் வசம் இருக்கும். எல்லா டாக்டர்களும் விபத்து பிரிவுக்கு சிகிச்சை அளிக்க முடியாது. விபத்து நடந்தால் போட வேண்டிய மருந்துக் கட்டு பொருள்களுக்கு தட்டுபாடு வந்துவிடும். அதாவது இருக்கும் மருத்துவ கட்டமைப்பு தாங்க முடியாமல் போய்விடும். பலரும் சிகிச்சை தர வழியின்றி மடிந்து போவர்கள். இவர்களில் பலரை எளிதாக காப்பாற்றி இருக்கமுடியும்.
ஆண்டுமுழுவதும் சீராக இதே அளவு விபத்து நடந்தபோது சிக்கல் இருக்கவில்லை. அவ்வப்போது சற்றே பெரிய சாலைவிபத்து ஏற்படலாம் என்றாலும் ஒரு ஆண்டில் ஏற்படும் அளவு விபத்து ஒரே நாளில் நடந்துவிடாது. சாலை விபத்து தொற்றி பரவாது. பாம்புக்கடி தொற்றிபரவாது ஆனால் பெயருக்கு ஏற்ப தொற்றுநோய் ஒருவரிடமிருந்து மற்றவருக்கு தொற்றி பரவும். இது தான் தொற்றுநோயின் சிக்கல்.
தொற்று பரவு விகிதம்
ஒவ்வொரு தொற்றுநோய் கிருமிக்கும் முக்கியமாக இரண்டு குணங்கள் உண்டு. முதலாவது தொற்று பரவு விகிதம் எனப்படும் R0 (ஆர் நாட் என உச்சரிப்பார்கள்). கிருமி தொற்று உள்ள ஒருவர் இயல்பாக சராசரியாக எவ்வளவு பேருக்கு இந்த கிருமி தொற்றை தர வாய்ப்பு உள்ளது என்பதே தொற்று பரவு விகிதம்.
நாவல் கரோனா வைரஸ் கிருமி தொற்று உள்ளவரிடமிருந்து வெறும் ஆறு அடி தொலைவு தான் செல்ல முடியும். எனவே தான் பலர் ஒன்று கூடி சந்திக்க வேண்டிய அவசியம் ஏற்பட்டாலும், கரோனா வைரஸ் பரவாமல் இருக்க ஒருவருக்கு ஒருவர் இடையிலான இடைவெளி சுமாராக ஒரு மீட்டர் இருக்க வேண்டும் என கூறுகிறார்கள். காற்றில் பரவும் தட்டமை நூறு மீட்டர் வரை பரவும். இரண்டாவதாக, எவ்வளவு நேரம் ஒம்புயிர்க்கு வெளியே அந்த வைரஸ் சிதையாமல் செயல்படும் தன்மை கொண்டு இருக்கும். தட்டமை பல மணிநேரம் உயிர்ப்புடன் இருக்கும். ஆனால் கரோனா வைரஸ் காற்றில் வெறும் மூன்று மணிநேரம் மட்டுமே செயலூக்கத்துடன் இருக்கும். எனவே இரண்டு தன்மையையும் சேர்த்து பார்க்கும்போது கரோனா வைரசை விட தட்டமை பரவு விகிதம் கூடுதலாக இருக்கும் எனக் கூறத்தேவையில்லை.
இது சராசரி என்பதை நினைவில் கொள்க. சிலர் மிக பரப்பர்கள் (சூப்பர் சஸ்பிரெட்டர்கள்) என அழைக்கப்படுகின்றனர். தென்கொரியாவில் மத நிறுவனத்தை சார்ந்த ஒரு தனி பெண் மட்டுமே 37 பேருக்கு நாவல் கரோனா வைரசை தொற்று செய்துள்ளார். சராசரியைவிட கூடுதல் மனிதர்களுடன் அண்டி பழகும் வாய்ப்பு உள்ளவர்கள் கூடுதல் நபர்களுக்கு கிருமியை பரப்புவர்கள். இவையெல்லாம் விதிவிலக்கு.
ஆட்கொல்லி திறன்
ஒவ்வொரு கிருமியும் நோயை ஏற்படுத்தினாலும் நோய் கண்டவர்கள் அனைவரும் மடிந்து விடமாட்டார்கள். சில கிருமிகள் கூடுதல் அளவு உயிர்களை குடிக்கும். ஆண்டுதோறும் பருவ களத்தில் ஏற்படும் ஃப்ளு போன்ற தொற்று கிருமிகள் மிக மிக குறைவான உயிர்களை தான் காவு கொள்ளும். இதனை ஆட்கொல்லி திறன் என்பார்கள். அந்த கிருமி பரவி அதன் வழியாக ஏற்படும் மரண விகிதம். எந்த வித சிகிச்சையும் இன்றி விட்டுவிட்டால் ஒரு கிருமியின் ஆட்கொல்லி திறன் கூடும். மருத்துவ கண்டுபிடிப்பு சிகிச்சை முதலியவற்றின் தொடர்ச்சியாக பல கிருமி நோய்களின் ஆட்கொல்லி திறனை குறைத்து விடலாம். போதுமான மருத்துவ வசதி அனைவருக்கும் கிடைக்கவில்லை என்றால் இறப்பு விகிதம் கூடும் என்பதை கூறத் தேவையில்லை.
கிருமி தொற்று உள்ளது என உறுதியாக தெரிந்தவர்கள் எண்ணிக்கை; அந்த கிருமி தொற்றின் காரணமா ஏற்படும் மரணம் இரண்டின் விகிதம் -ஆட்கொல்லி விகிதம் – case fatality rate- CFR என்று அழைக்கப்படும்.

தொற்று பரவு வேகம்
எந்த வித கட்டுப்படும் இல்லை என்றால் கரோனா வைரஸ் சராசரியாக 2.6 பேருக்கு பரவும். அந்த புதிய கிருமி ஏந்திகள் அடுத்து பரப்பும்போது மூன்றாம் பரவலில் 6.76 பேருக்கு பரவும் ( 1x 2.6 x 2.6). நான்காம் பரவலில் 17.576 (1x 2.6 x 2.6 x 2.6). பரவும் வேகத்தை பாருங்கள். பன்னிரெண்டாம் பரவலில் 95428 பேர் அதாவது சுமார் ஒரு லட்சம் பேருக்கு பரவி விடும். ஒவ்வொரு பரவலின் போதும் புதிதாக உருவாகும் கிருமி தீண்டிய நபர்களின் எண்ணிக்கை:-

பன்னிரெண்டாம் பரவல் வரை கிருமி பரவியவர்களின் கூட்டுத் தொகை மொத்தம் 1,55,070 என்று ஆகும். 1,55,070 என்பது சென்னையின் மொத்த மக்கள் தொகையில் சுமார் ஒன்றரை சதவிகிதம். கிருமி பரவியவர்களில் சுமார் 80% சதவிகித்தினர் ஜலதோஷம் போன்ற வியாதி மட்டுமே ஏற்படும். இவர்களுக்கு மருத்துவ மனையில் சிகிச்சை தேவையில்லை. ஆனால் மற்ற 20% மருத்துவ மனையில் சேர்க்க வேண்டும். 1,55,070 பேரில் இருபது சதவிகிதம் என்பது 31014. இவர்கள் அனைவருக்கும் போதிய படுக்கை வசதி கூட மருத்துவமனைகளில் இருக்காது. இதில் சுமார் 7,288 பேர் சிக்கல் மிகுந்த சிகிச்சை தேவைப்படுபவர்களாக இருப்பார்கள்.
இதனைத்தான் அதிவேகமான பன்மடி பெருக்கம் அல்லது எசஸ்பொனன்ஷியல் பெருக்கம் என்பார்கள்.
இந்த கிருமி ஏற்படுத்தும் நோய் ஒன்றும் நமக்கு அவ்வளவு புதியது அல்ல. பெரும்பாலும் நிமோனியா மற்றும் கடும் நிமோனியா, சுவாச கோளாறு நோய்கள் தாம். எனவே ஏதோ நமது கண்ணை கட்டிவிட்ட நோய் அல்ல. ஆயினும் கிடுகிடுவென நோயாளிகள் எண்ணிக்கை அதிகரித்தால் மருத்துவ மனைகள் ஸ்தம்பித்து விடும். இது தான் சிக்கல்.
வழக்கத்தைவிட கூடுதலாக குவிந்த நோயாளிகளுக்கு சிகிச்சை அளிக்க தான் பத்தே நாளில் ஆயிரம் ஆயிரம் படுக்கை வசதிகள் கொண்ட நவீன கரோனா மருத்துவமனைகளை சீனாவில் வூஹான் நகரில் கட்டி எழுப்பினார்கள்.
ஒவ்வொரு ஆண்டும் ஏற்படும் ஒரு தொற்று நோய் பருவ கால ஃப்ளு. இதிலும் மரணம் சம்பவிக்கும். அதன் பரவு விகிதம் 1.3. பன்னிரண்டு பரவல் ஏறபடும்போது கிருமி பரவியவர்களின் மொத்த கூட்டு தொகை எவ்வளவு தெரியமா? வெறும் 96 பேர்!
எனவே தான் ஆண்டு தோறும் ஏற்பட்டாலும் ஃப்ளு ஒரு பெரிய பொதுசுகாதார சவால் இல்லை.
சங்கிலியை உடை பரவும் வேகத்தை குறை
கிருமிதொற்று உள்ளவர் மற்றவர்களை பதினாலு நாட்கள் தனியே இருந்து மற்றவர்களை சந்தித்து பரப்பவில்லை என்றால் அவரால் அதன் பின்னர் கிருமி பரப்ப முடியாது. அதுவரை மட்டுமே அவரது உடலில் கிருமி இருக்கும். அதன் பின்னர் ஒழிந்துவிடும். அதற்க்கு பின்னல் அவரையும் அந்த கிருமி அண்டமுடியாது.
அடுத்ததாக கிருமி தொற்றதவர்கள் வெளியே வந்து கிருமி தொற்றும் வாய்ப்பை ஏற்படுத்திக்கொடுக்காமல் தனிமையை கடைபிடித்தால் தோற்ற ஆளில்லாமல் வேகம் குறைந்து விடும்.
இதனால் தான் தனிமையை கடைபிடித்து சமூக விலக்கம் செய்து கொள்வது உசிதம். உங்களிடம் ஏற்கனவே கிருமிதொற்று இருந்தாலும், இல்லாவிட்டாலும் வெளியே வராமல் இருந்தால் பரவும் வேகத்தை கட்டுப்படுத்தலாம்.
மேலும் வெளியே செல்ல வேண்டிவந்தால் மற்றவர்களிடமிருந்து “பாதுகாப்பான” தூரம், அதாவது ஒருமீட்டர் சமூக தொலைவு கையாள்வது என்பன மூலம் சங்கிலியை உடைக்கலாம். சங்கிலி உடைபட்டால் கிருமி பரவும் வேகம் வெகுவாக மட்டுப்படும். ஒவ்வொரு நாளும் வரும் நோயாளிகள் எண்ணிக்கை சமாளிக்கும் அளவாக இருக்கும் மருத்துவர்கள் பெரும்பாலான நோயாளிகளை காப்பாற்றி விடலாம். இந்த வைரஸ் ஏற்படுத்தும் நோய் நிமோனியா போன்ற சுவாச நோய். எனவே அவ்வளவு கடினமான விஷயம் இல்லை. ஒருசிலர் மட்டுமே தீவிர நெருக்கடி நிலைக்கு செல்வார்கள்.
ஊர் கூடி தேர் இழுத்தல் தான் வெற்றி
1918 இல் ஏற்பட்ட ஸ்பானிஷ் ஃப்ளு காய்ச்சலில் இந்தியாவில் மட்டும் ஒருகோடியே எழுபது லட்சம் பேர் மடிந்தார்கள் என்கிறது வரலாறு. காட்டுத்தீ போல பரவும் தொற்று நோயின் சங்கிலியை உடைகாததான் விளைவு. இன்று நமக்கு தொற்று நோய் குறித்து கூடுதல் அறிவு உள்ளது. அறிவோடு செயல்படுவது அவசியம்.
மனித உடலுக்கு வெளியே இந்த கிருமிக்கு ஆயுள் இல்லை. சில நாட்களில் மடிந்து விடும். பதினான்கு நாட்கள் தான் ஒரு மனிதனில் இருக்க முடியும். எனவே இந்த கிருமி ஒவ்வொரு நாளும் புதிய புதிய நபர்களை தொற்றிக்கொள்ள தேடும். எனவே இந்த கிருமியை வெல்ல வேண்டும் எனில் போரினை மருத்துவ மனைகளில் அல்ல நமது வீட்டிலும் ரோட்டிலும் நடத்த வேண்டும். மருத்துவர்கள் மருத்துவ பணியாளர்கள் மட்டுமல்ல நீங்களும் நானும் கூட போரில் முக்கிய கன்னி. நாம் கிருமியை பரப்பும் ஆளாகவும், கிருமியை ஏந்தும் ஆளாகவும் இல்லாமல் இருக்க செய்துவிட்டாலே போதும்.
நமது உடலுக்குள் கிருமிக்கு எதிரான போர் நடக்கும். டிசெல்கள் எனப்படும் நோயெதிர்ப்பு செல்கள் கிருமியை ஒழிக்க போரிடும். ஊட்ட சத்து மிகுந்த உணவு, ஓய்வு முதலிய போதும். வெகு சிலருக்கு வேண்டிலேடர் உதவி வரை மருத்துவம் தேவைப்படலாம். ஆயினும் இந்த கிருமிக்கு எதிரான போர் சமூகம் சார்ந்தது. இந்த கிருமியை வெற்றி கொள்ள வேண்டும் என்றால் ஊர் கூடி தான் தேர் இழுக்க வேண்டும்.
கிருமி பரவும் வேகம் தான் முக்கிய ஆபத்து. எனவே அதன் வேகத்தை கட்டுப்படுத்த வேண்டும். அதாவது செயற்கையாக தொற்று பரவு விகிதத்தை குறைக்க வேண்டும். இயற்கையாக பரவும் விகிதம் 2.6 என்பதை ஒன்றுக்கும் குறைவாக கொண்டு வந்து விட்டால் இந்த கிருமி உலகிலிருந்து அடியோடு அழிந்து விடும். இதுவே இந்த கிருமிக்கு எதிரான போரை வெல்லும் சூட்சுமம்.
கரோனா வைரஸ் கிருமி பரவும் தொலைவு வெறும் ஆறு அடி தொலைவு தான். எனவே கூடி நெருங்கி குவியாமல் ஒருவருக்கு ஒருவர் இடைய இடைவெளியை ஏற்படுத்திக் கொண்டால் கிருமி தொற்று வேகத்தை குறைத்து விடலாம். பலர் வீட்டிலேயே இருந்தால் அவர்களுக்கு கிருமி பரவும் வாய்ப்பு குறையும். சங்கிலி அறுபடும். முடிந்தவரை வீட்டில் இருந்தால் கொஞ்சமாவது பரவும் வேகம் தணியும். அடிக்கடி கையை கழுவி சுத்தம் செய்துகொண்டால் கிருமி நம்முள் புகும் வாய்ப்பை மட்டுப்படுத்தலாம். இருமல் தும்மல் வழி பரவ வாய்ப்பு உள்ளது. எனவே இருமல் தும்மல் போது வாயை மூக்கை கைக்குட்டை கொண்டு மூடிக்கொண்டால் மற்றவர்களுக்கு வைரஸ் போவதை தடுக்க முடியும்.
இந்த கிருமி தாக்கி கடும் நோய் ஏற்படுபவர்கள் பெரும்பாலும் வயது முதிர்ந்தவர்கள் நோயெதிர்ப்பு ஆற்றல் குறைவாக உள்ளவர்களாக இருப்பார்கள். ஏழைகளிடம் பொதுவே ஊட்ட சத்து குறைவு இருக்கும் என்பதால் கூடுதல் கடும் விளைவுகளை ஏற்படுத்தும். சமூகத்தின் அடித்தட்டு மக்களின் வாழ்வை குறித்து கூடுதல் கவலை கொண்டவர் எனில் இந்த கிருமி தொற்று நோய் பரவல் குறித்து அதிக கவலை கொள்ளவது அவசியம்.
லதா மேடங்களும், பிரபலங்களும் இந்த நோய்கிருமி குறித்து பரப்பும் போலி மக்கள் நல்வாழ்வுக்கான இந்த சமூக போரில் பின்னடைவு தான் ஏற்படும். கைதட்டினால் கிருமி செத்துவிடும் போன்ற போலி செய்திகள் அவற்றை நம்புபவர்கள் இடைய சுயதிருப்தி மனப்பான்மையை ஏற்படுத்தி வரப்போகும் சங்கடங்கள் பற்றி ஏதும் கவலையற்ற போக்கில் எச்சரிக்கையின்றி செயல்பட தூண்டும். இதன் காரணமாக கிருமி பரவல் வேகம் பெரும். கிருமிக்கு போரில் வெற்றி கிட்டும்.
அறிவியல் பூர்வமான தகவல்களும், அறிவியல் பார்வையும், ஒட்டுமொத்த சமூக திரட்டலுமே கரோனா கிருமிக்கு எதிரான போரில் நமது ஆயுதங்கள்.
போலிகளை பரப்பாதீர்கள், அறிவியலை பேசுங்கள். மக்கள் உயிர்களை காப்பாற்றுங்கள். கிருமி பரவும் சங்கிலியில் உடைப்பு ஏற்படுத்துங்கள்.

The Situation and the Peoples Health Movement response

Our working group on health sector preparedness is constituted and would be writing to the government on this. Additionally, at every district and state level we can also intervene with health department.
Keep the public informed. We will help you with containing the panic. Please make use of all civil society organizations but especially the people’s health movements, science movements, all trade unions and working peoples organizations to help control panic and help implement what is required now- which is “ISOLATE; TEST, TREAT and TRACE.- supplemented by social distancing”. This cannot be done without very wide support and trust of the people. We, in the people’s health movements caution that lockdowns and social distancing while necessary,, are very temporary, inefficient and incomplete solutions- and should not be projected as the main approach to responding to the epidemic.
This working group on testing and treating would be issuing advisories to the government, informing the public on developments in these areas, and its members are available to help state and central government at a short notice.
Our working group on Physical Distancing and Quarantine would be bringing out information on this in a weekly manner and sharing this with both government and civil society.
Our working group on community mobilization would be developing and would keep updating advisories in this area to meet the needs of the different sections of working people. It would also build the largest possible coalition to take such information to the people. It would be active in organizing different forms of community support and solidarity.
Our working group in this area is working with the people’s science movements and movements of working peoples to articulate the nature of state action as well as community action that is required to prevent and mitigate the social and economic crisis that this pandemic brings about.
